An employee appealed the disallowance of his claim for a retroactive promotion and backpay incident to an alleged detail to a higher grade position from June 1, 1972 to the present. The employee submitted a statement describing the duties he was performing which was signed by three foremen. However, this did not qualify as acceptable documentation of the detail as defined in regulations. Since the employee was never detailed to a higher grade position, the general rule that an employee is entitled only to the salary of the position to which he has been appointed was applicable. Therefore, the decision denying the claim was sustained.
