Claim for Backpay

An Army Personnel Officer requested reconsideration of a claim settlement of an Army employee. Despite a sworn statement from the officer that the claim for backpay was forwarded to GAO by his office, GAO had no evidence of its receipt until its resubmission 8 months later. Since the filing of a claim with an administrative office does not constitute receipt by GAO, and since the claim was not received within 6 years after the date the claim first accrued, the previous settlement which denied a portion of the claim was sustained.
