The OGC Adviser is published quarterly by the GAO Office of the General Counsel. It is the publication's objective to discuss recurring questions concerning the work of GAO. The following subjects are covered in this issue: the close association between the GAO auditor and attorney when operating as an audit team; the tools needed for researching legislative intent; the benefit of audit assistance in the consideration of bid protests; the guarantee of confidentiality by GAO auditors to persons furnishing information; the replacement of a grantee under a Government grant; the right of Government auditors to proprietary data during the review of Defense contracts; and the responsibilities of the Index and Files Section of the Legal Information and Reference Service in the Office of the General Counsel.
