A company requested reconsideration of a decision which determined that the company's protest lacked merit. The company argued that the invitation for bids should have required first article testing. Since the protester did not show that the prior decision was based on errors of fact or law, and the allegation concerning a deficiency in the invitation for bids was found to be untimely and not for consideration on its merits, the prior decision was affirmed.
