A company protested the rejection of its late proposal, stating that its subcontractor failed to pick up and deliver the proposal, as had been arranged. The proposal was properly rejected since it was not mailed by any of the prescribed methods and it was not the only proposal received. The protester also held the belief that the subcontractor's failure to timely deliver the proposal raised antitrust implications. The appropriate agency for consideration of alleged antitrust activities is the Department of Justice. The protest was denied.
