The General Services Administration requested a decision as to whether a contract awarded for fiberboard shipping containers could be reformed based on a mistake in bid alleged after award. As the facts indicated that the contracting officer had been on constructive notice of the mistake but had failed to request verification of the bid, the mistake and intended bid had been established. Since the corrected bid was still substantially lower than the second low bid, the contract could be reformed to reflect the corrected evaluated bid price.
