A previous settlement denied the claim for retroactive temporary promotion and backpay. An employee was detailed from one agency to another. He claimed backpay for the period when he performed duties allegedly assigned to a higher level position. However, the claim may not be paid since the employee could not have been promoted to a position which was not classified. Applicable regulations and instructions providing backpay for improper details relate only to transfers within the same agency. The denial of the employee's claim was sustained.
