An advance decision was requested as to whether two Army officers could be reimbursed the costs imposed under the law of a foreign country for reserved hotel rooms which they did not occupy due to a change in orders. As the agreement to reserve the rooms was made by an authorized military official, it was considered to be an obligation of the government. The vouchers were returned to be paid if otherwise correct.
