Protest of Late Bid Rejection

A company requested reconsideration of a previous summary denial of protest due to lateness of bid, contending that the decision based on Federal Procurement Regulations was without merit since there was no reference to the regulations in the solicitation. Bidders are charged with constructive knowledge of these regulations, which are applicable to all Federal agencies. Further complaints by the protester based on procedural details were not supportable. The prior decision was affirmed.
