The Air Force requested reconsideration of a decision that authorized payment on an Air Force member's claim for an incentive payment under the "do-it-yourself" household goods moving program. The Air Force transportation officer had assisted the member in estimating the weight of the goods in a situation where weight certificates could not be obtained. The GAO decision authorized the use of a constructive weight based on 7 pounds per cubic foot. The Air Force, believing the use of certificates to be essential to the program, objected that the decision by GAO appeared to relax the requirements and to substitute the use of constructive weights for proper weight certificates. It was feared that this might lead to program abuse. After further review, GAO concluded that the services may legally require that weight certificates must be furnished as a qualifying condition for an incentive payment. The prior decision was therefore overruled, and the requirement according to regulations will be applied in the future.
