Clarification of the Application of 56 Comp. Gen. 551

The Department of Navy requested clarification of the intent of a decision by the Comptroller General which requires deduction of leave credited under a previous decision but unused as of a certain date. The response stated that the decision did not validate all claims that arose or were presented for payment between the dates of the two decisions. The intent of the decision was to inform agencies that corrective action would not be required for actions allowing claims taken during the specified time period.
