A former Library of Congress employee asked for reconsideration of a GAO ruling that disallowed his claim to restoration of, and lump-sum payment for, annual leave time forfeited at the end of the 1974 leave year. The employee was on extended sick leave or annual leave from March 1, 1974 to the end of the year, and was then placed on leave without pay until his disability retirement application was approved. As a result, the employee forfeited 56 hours of annual leave. Of the hours under dispute, 31 hours were forfeited due to an administrative error and the employee was entitled to a lump-sum payment to cover this period. The remaining 25 hours, however, were properly forfeited.
