A small business concern contended that it was the lowest responsive bidder and that the contracting officer improperly determined it to be nonresponsible on the basis of an incomplete plant facilities report. The final determination as to whether a small business bidder is responsible for a procurement is made by the Small Business Administration (SBA) under its Certificate of Competency (COC) program. The contracting officer in this case properly referred the matter to SBA, and GAO has no authority to review the decision of SBA.
