Protest Alleging Impropriety by Contracting Agency

A bidder protested the procurement procedures and practices of the Internal Revenue Service under a request for proposals issued for the procurement of 30 public service radio spot announcements. The protester did not affirmatively prove its case and the protested procurement actions were found to be proper. The protest was denied.
