A police lieutenant's claim for reimbursement of funds spent on two occasions when his subordinates were unable to furnish their own meals due to the fact that they were contaminated by tear gas was denied in one instance and affirmed in the other. On the first occasion when his subordinates were confined to headquarters his claim was denied, since in the absence of specific legislation, appropriated funds may not be used to pay for subsistence of civilian employees at their headquarters. Reimbursement for the claim for food provided provided to fellow employees while on temporary duty in a remote location was affirmed.
