An Air Force member claimed transportation expenses incident to the relocation of his dependents and household goods to his home of selection. The member failed to be selected for promotion to the next higher rank and knew that his chances of attaining promotion on the second selection were poor. The member also knew that if he was not selected he would be involuntarily separated from the Air Force. Since the member had not failed the selection for the second and final time, no orders for his release had been issued at the time of his relocation of his dependents and household goods. General information as to the time of eventual release from active duty has consistently been held to be insufficient to meet the requirements of the Joint Travel Regulations. Therefore, no authority exists for payment of the member's claim.
