The award of a contract was protested based on an allegation that the subcontractor involved was not responsible. It was contended that this would affect the ability of the prime contractor to perform the contract properly. GAO, however, will not review protests against determinations of responsibility criteria unless fraud is shown on the part of the procuring officials, or it can be shown that the solicitation contains definitive responsibility criteria which have not been applied.
