Protester contends it should have been awarded the contract as its offer was more favorable to the Government and that the award to a competitor was defective because the award evaluation factors were not made available to the competitors. In addition, the protester maintains that the contracting agency incorrectly assessed conversion costs and improperly refused to consider its offer to provide conversion at no cost. Even though the protester knew 2 months in advance that the contracting agency's evaluation criteria were not disclosed to any Multiple Award Schedule Contracts, it did not protest either to the agency or GAO. As the protest was filed more than 10 days after the basis for protest, it is untimely and will not be considered. GAO found no basis to conclude that the contracting agency's assessment of the conversion costs were unreasonably high as the protester alleges. In the absence of any specific calculation deficiency, the record affords no basis to dispute the contracting agency's assessment. The protest was denied.
