Response Time for Submission of Bid Filed After Bid Opening

Space Services of Georgia, Inc. protested a bid solicitation for mess attendant services at Rickenbacker Air Force Base, Ohio, on the ground that the 4-day bid response time was improperly short. In that period, bidders were expected to survey the facility, prepare a bid, and obtain a bond. The protest was submitted 7 days after the bid solicitation and 3 days after the bid opening. Because the protest was made after the bid opening, it was untimely and not for consideration on its merits.
