Protested is the approval by the General Services Adminstration (GSA) of certain dock pads to be furnished by a supplier to GSA's prime contractor. The protester claimed that the approved item did not meet specification requirements. Since the question raised involved a matter of contract administration which is the function and responsibility of the contracting agency, the protest was dismissed.
