Protest against Allowing Bid To Be Withdrawn

A company protested against the agency's allowing the apparent low bidder to withdraw its bid because of an error, and it requested reconsideration of a decision which stated that the bid could be withdrawn. The request for reconsideration was untimely since it was filed more than 10 days after the basis for reconsideration was known.
