Two agencies requested a review of the relocation expenses liability of an employee who was reimbursed for relocation expenses incident to transfer while a Postal Service employee failed to remain with the Postal Service for the agreed 12-month period, and transferred to the Department of the Interior. The employee must repay the expenses for violating his service agreement since Postal Service employees are not covered under U.S.C. provisions which require only government service rather than service with a particular agency.
