Cost Considerations for Department of Defense Employees under Fly America Act

Two examples were presented for review involving U.S.-flag air carrier "availability" under the Fly America Act based on cost comparisons. The proposed definition of regularly scheduled U.S.-flag passenger service for an entire trip as "unavailable" because of its relatively higher cost in contrast to alternative U.S.-flag passenger service combined with a foreign air carrier was disapproved because it required a diminished use of U.S.-flag air carriers.
