Highlights

A company argued that it did not receive a fair and proper evaluation of its ability to perform the work and contended that rejection of its bid was a certainty from the outset. Since the Small Business Administration declined to issued the company a Certificate of Competency (COC), rejection of the bidder as nonresponsible was proper. GAO does not review COC determinations, and no useful purpose would be served by further development of the protest.
