Protest against Cancellation of Solicitation

A company protested the agency's decision to cancel a solicitation and to resolicit the procurement allowing additional performance time. The agency properly rejected the low bid, canceled the solicitation, and determined to resolicit because the low bid exceeded the agency's funding for the project.
