A company requested reconsideration of its protest which had been summarily dismissed, contending that it was denied the opportunity to receive a copy of and rebut arguments in the agency's report. GAO did not obtain such a report, and its decision that the protest was without merit was based on the protester's submissions. The former decision was affirmed since below-cost bids are not bases for objection to contract awards, and the protester did not present new substantive information or evidence demonstrating error of fact or law. A request for a conference was denied since this was not necessary for prompt resolution of the matter.
