Protest against Rejection of Quotation for Late Submission

A company protested rejection of its quotation as late and the subsequent award to another offeror. The protest was considered timely since there was a dispute as to when the company was first aware of the basis of protest. There was no evidence of fraud or intentional misconduct by the procuring agency, and a reasonable effort was made to solicit competition; the protest concerning failure to consider the quotation was denied.
