Highlights

A company claimed payments for several unsolicited value engineering proposals recommending that certain material should be required in procurements. Since the proposals constituted suggestions, they were not within the exclusive list of intellectual property which can be purchased by the agency. Since there was no authorization to contract for the purchase, the doctrine of estoppel did not apply.
