An incumbent contractor protested that a solicitation was ambiguous and incomplete and that bids should not have been opened in view of its protest with the agency. The protest alleging a defect in the solicitation was untimely filed. An allegation that certain requirements would create a personal services contract concerned performance requirements which are matters of contract administration not for GAO resolution. There is no evidence that a provision which makes the contractor accountable for certain losses would impose an undue burden since the cost of compliance can be estimated and included in the price. Regulations do not require the Government to make any findings before opening bids even though a protest has been filed before bid opening.
