Entitlement to Lodging Allowance for Commercial Quarters Where Government Quarters Were Available

An employee claimed payment for commercial quarters while on temporary duty for training, stating that Government quarters were substandard. Payment may not be made since Government quarters were available; in the absence of a statement by a responsible officer that use of the quarters was impractical or that they were not available, it must be assumed that adequate quarters were available.
