Per Diem for Detail to Former Permanent Duty Station

An advance decision was requested concerning an employee's entitlement to per diem because of an extended illness while on detail at his former permanent duty station which prevented his reporting to his new duty station. He was not entitled to the per diem since an employee must report to his new duty station before it is regarded as the permanent duty station in order to entitle him to per diem at the former station.
