The protester objected to the agency's determination that the bid of the awardee under a small business set-aside procurement was reasonable. Although the bid of the awardee exceeded that of the protester, a large business, the determination that the bid was reasonable was not legally objectionable since the Government may pay premium prices to small business firms on small business-restricted procurements and since the bid was lower than the unchallenged Government estimate.
