A company protested the cancellation of a solicitation and the subsequent readvertisement of the requirement under the District of Columbia Minority Contracting Act of 1976, alleging that the District of Columbia (D.C.) has been discriminating against the company by preventing it from obtaining the contract. D.C. properly concluded that the protester's bid price was unreasonably high. Other issues regarding discrimination against the company were not considered because D.C. agreed to reinstate the original solicitation and to test the company under that solicitation. The District's procurement procedures to obtain the services on a noncompetitive basis were questioned.
