A company protested against partial termination of its contract for the convenience of the Government. Although contract termination is a matter for administrative determination, review of procurement procedures leading to the contract award is within GAO's jurisdiction. Multiple awards were proper since they were not prohibited by the solicitation and resulted in the lowest cost to the Government. Since the agency did not properly evaluate bids, it may terminate the contract and reaward it to offerors who should have received awards.
