Decision concerning Jurisdiction in Complaint against Contract Award by Grantee

A company complained against a contract award by a grantee under a Department of Housing and Urban Development block grant. GAO will exercise its jurisdiction in the matter in order to advise the agency whether requirements for competitive bidding have been met.
