A company alleged that its contract for selling an item to Government agncies was breached because supplies were purchased from another contractor at a higher price. The contract cannot be held to be breached because the agency making the purchase was excluded as a mandatory user of the Federal Supply Service schedule contract, and the contract did not contain promises as to volume of sales.
