An advance decision was requested with regard to the propriety of payment of a reimbursement claim under the do-it-yourself household goods shipment program. When public or government weighing scales are not available, a constructive weight based on seven pounds per cubic foot constitutes substantial compliance with the applicable requirements of the Joint Travel Regulations and Air Force Instructions. If the claim is otherwise correct, the employee may be reimbursed.
