Nineteen commissary cashiers appealed the denial of their claims for conversion from intermittent to regular part-time status and for associated fringe benefits. Five of the claimants were first employed prior to 1970 and, since their claims were first received by GAO on April 16, 1976, no portion of their claims arising before April 16, 1970, can be considered. Without evidence establishing that the cashiers worked prescheduled, continuous, regular tours of duty, they cannot be converted retroactively from intermittent to regular part-time employees.
