A company protested rejection of its proposal because the proposal was received after the date set for bid opening. In the absence of evidence that the agency mishandled the proposal after receipt, the proposal was properly rejected even though the protester was advised that use of express mail would allow delivery by the deadline. Rejection for untimelineess does not afford a sufficient basis to question the propriety of the award, and award of the contract while the protest was pending was not improper.
