Reconsideration of Protest Denied because of Untimeliness

A company requested reconsideration of its protest which was denied because it was delivered 1 minute after bid opening and was, therefore, untimely. The reasons given for waiting until the last possible moment to file the protest were not convincing, and the protester should have anticipated the possibility of minor delays in delivery.
