Protest Relating to Standards of Responsibility in Solicitation

A company protested award of a contract, questioning whether the awardee met certain standards of responsibility. Although GAO does not usually review determinations of responsibility, this protest concerned criteria contained in the solicitation. The awardee was reasonably determined by the contracting officer to be responsible; the protest was denied.
