Untimely Protest against Procurement Methodology, Including Benchmark Testing

A company protested the methodology used in a space procurement, specifically the invitation to participate in a benchmark test. The protest was untimely since it was filed more than 10 days after receipt of a letter regarding the benchmark requirement and was filed well after the pricing proposal phase of the procurement was completed. The protest against the weight attached to the benchmark test was not considered since the agency has the discretion to establish qualification and testing procedures.
