A protester contended that a solicitation limited competition and arbitrarily eliminated small businesses from participating. Award of only one contract for identical or similar products is reasonable under the government's procurement policies. The fact that only one contract will be awarded for similar products does not in itself preclude small businesses from competing for the award.
