A protester to a contract award alleged that the awardee is nonresponsible, is not a regular dealer or manufacturer under the Walsh-Healey Act, and intends to subcontract to a large business in violation of a procurement regulation. Allegations relating to the proposed awardee's performance and intended violation are matters of bidder responsibility which are not reviewed by GAO. The matter relating to the Walsh-Healey Act is for determination by the contracting agency subject to review by the Small Business Administration and the Secretary of Labor and not for consideration by GAO.
