Highlights

A protester contended that an offeror's product should not have been included on a Qualified Products List (QPL). There was no showing that the decision to retain the firm's product on the QPL was unreasonable. Bids were responsive since they did not take exception to specifications, and the solicitation did not require the bidders to identify manufacturers of components. The question of whether the bidders will furnish products in conformity with specifications related to bidders' responsibility and to contract administration, neither of which is generally reviewed by GAO.
