Late Proposal Was Properly Rejected

A company protested against an agency determination that its proposal, which was late because of malfunction of the aircraft it had used for delivery, could not be considered. The late proposal was properly rejected. Proposals should not be returned to offerors as was done in this instance but should be held by the agency, unopened, until after the award.
