Claim for Payment of Accrued Leave Could Not Be Considered because of Destruction of Records

A former member questioned his entitlement to payment for accrued leave believed due as a result of the upgrading of his Army discharge. Since pay and leave records which would verify the validity of the claim were destroyed pursuant to law, the claim could not be considered.
