Pay Adjustment for Highest Previous Rate on Transfer

An advance decision was requested concerning an employee's entitlement to a retroactive pay adjustment representing the difference between the pay rate she received after transfer and the highest previous rate. Since there was no evidence of error in the personnel officer's application of the lower rate according to discretionary provisions of regulations, the retroactive pay adjustment may not be made.
