Protest against Proposed Rejection of Bid as Nonresponsive

The protester objected to the proposed rejection of its bid as nonresponsive. Where the contract award for the estimated quantities of two items was to be made as a whole to one bidder, the failure of the low bidder to change the unit and extended prices on the bid schedule to reflect the total price reduction made on the bid did not render the bid nonresponsive since the price for the unit items could be determined from the total price. There was no doubt as to the bidder's intentions in reducing the total price.
