Protests against Cancellation of Invitations for Bids

The protester objected to the cancellation of two invitations for bids for the supply of electric power distribution and control equipment. One of the solicitations was properly canceled prior to bid opening because the specifications no longer reflected the agency's actual needs. Cancellation of the other solicitation because the remaining bids were unreasonably high in comparison to nonresponsive bidders' bids was proper.
